How to capture Mewtwo in pokemon firered?

I need to know cause im getting confused that some websites say that you have to get the national dex and other say capturing 60 pokemon then go talk to prof. oak and give...etc

any ways i need to know the exact way of getting mewtwo and what you must accomplish in detail.

He is in Cerulean Cave. Before there was a guy blocking the way but because your the champion you can go in. Just go on youtube and type in "How to get through Cerulean Cave" and something should come up.
