How to capture clips from videos already on the computer?

You'll need to import the video in question to a program, such as Adobe Premiere, Sony Vegas, AVID or Windows Movie Maker.  

From there decide which part(s) you want.  Finally, export your edited footage to a location on your hard drive.

Right click on it & choose 'save target as' then choose where you want to save it
