  1. So let me get this straight. You have a *chick* that just hatched and you don't know what to do with it.

Chicks generally take twelve hours at least to hatch; it is a grueling process, afterward they are quite exhausted and take a long while to recover. Just leave him to his own devices, once he's fully out of the egg (if he isn't already) he should be up and running around within the next 24 hours. IF 24 hours go by and he is still just sitting there, then it becomes a problem.

Don't feed him milk, whatever you do; only mammals can digest milk, and even then only as babies; humans can drink milk as adults because we have a mutant gene that makes us continue producing milk enzymes even after we've grown up. Feeding milk to a baby bird will make him sick, and since he's just a hatchling that would be very, very bad. He won't want to eat or drink straight after he hatches anyway; once he's up and walking around, then you can offer him some fresh water and either chick feed if you have any (this is best, it's just like regular chicken feed but finer-grained and has more nutrients for growing chicks, most feed stores carry chick feed), or use a hammer or meat tenderizer or something to grind down some normal chicken feed into half-sized little bits. You don't need to worry about putting food in his mouth, chicks are fully capable of feeding themselves as long as there's food around.
