How to change quality of a mp3?

I've tons of Country music recorded from a 32kbps radio station. I've got full songs but the sound quality is to dump. Now Is there any way to convert them into 128kbps like quality? Suggest me only freeware I don't have a cradit card.

You can't improve what you don't have. If you have ripped s 32kb stream of music to MP3 then that is what you have. If you want better quality either get the CD or find a better stream source.
