Try using Paint.NET (getpaint.net) Open the file you want to convert and the go to File > Save As...

Choose the extension (you said JPEG) and you're done!

If you can open .tif and .bmp files, chances are you already have the program to convert them into .jpg.

First you need to open them with the program. Then go "File -> Save As" and choose file type as JPEG and type the new file name ended with ".jpg". Click save and you're done.
