Use car wax. It may take a few tries, but I restored a lot of my old ps2 games that way when they got scratched up. Now they work perfectly :]

Use some toothpaste.  Not the gel kind but the actual gritty old type.  Just buffer a little on with a soft cloth then rinse off with warm water and let dry.  Buffer in an outward motion from  center to outside.
