How to clean the wall from before painting?

I need to prep my walls before painting and my problem is that walls are not dirty. Original white paint (flat) leaves residue when you rub it with you hand. I've cleaned with cloth but it's still the same.

Do I still use TSP to clean it?

As of now wall it's scraped cause I didn't know and I have primed (zinsser) and painted and neither bonded to the original wall.

Home depot suggested BEHR primer but I need more professional opinion.

  2. It's called "Chalking" and TSP would have been good. But now that primer and Zinsser have been added to the mix...Oh, boy.

    I'm thinking that a pressure washer is the next move, to get the coats you have applied off and back to the chalking surface and ( a phrase I don't like to hear) "start over".

    I really hope this is outdoor surfaces. ; >

    * Chalking is considered dirt and must be removed before repainting.

        * Remove chalking by power washing or scrubbing with a trisodium phosphate cleaning solution and rinse with clean water.

        * Let dry and paint with a high quality latex house paint.

        * To clean brick areas stained by chalking runoff the masonry should be scrubbed with a specialized masonry cleaning solution. If staining persists, a professional cleaning contractor may be required to clean the brick.
