  1. One way is called a Temperature Inversion.  What happens is a layer of warm air full of industrial smoke gets trapped under a layer of colder air.  This is one reason cities surrounded by mountains get smog.  (smoke and fog)  The warmer air can't go anywhere and take the smoke with it, so the smog sits around at low altitudes.
