    It worked in the 50's and 60's.

    The weather was a lot cooler then.

  5. boats in the ocean with turbines on them that turn water into mist and shoot it up into the sky, the light/heat will then reflect off the clouds, thus cooling the earth, but i don't know how this will effect the weather
