    Basically, handicaps are derived from or computed from the best/lowest 10 of your last 20 scores/differentials.  Then 96% of the average is taken, with your index being to the 10th or first decimal place.  A differential is your score, less the course rating, times 113/the course's slope you played.

    Then after your handicap index is established, such as 7.7, you go to the slope rating of the course you want to play; check what your index is as to that course's rating/slope and your course handicap is a round number.

    Clear as mud, right?  But after you read the USGA stuff, you will understand better.

There are a couple of programs online that can calculate it for you, as long as you have your scorecards to give you your scores and other vital info about the course or courses you play that you have to fill out. You can also do it at the course or courses you play, depending on if they have a USGA Handicap Service there.

  4. The procedure has been discussed  on prior occasions within the past three weeks. The normal handicap is figured on the best 10 of the last 20 scores posted. It is factored by the difficulty of the course ( slope rating ) after which it is reduced to 96 % of the average.
