  1. Thomas C is right. The capacitors go in parallel. Don't try to put them in series, it won't work. Putting the capacitors in parallel is an attempt at causing the circuit to become resonant. At resonance, the reactance of any inductance in the load, and the capacitive reactance cancel each other out, and all that is left is common resistance, such as that of a ordinary resistor. Is this easily done, no, it is not. The reason is that nothing is always the same. Load inductance's change, frequently. Can one get close to resonance, yes, and that helps save on energy costs.
