  1. Unfortunately, I think you would have to control the traffic of tourists who enter it and try to climb the tower.  It is the foot traffic that wears down the stones inside the concrete.  If the steps were replaced, the authenticity of the tower would be ruined.  I really have no idea how to stop a building from crumbling.
