I have special idea about making a very strong race car engine and want to give my idea to them now.

Well... What degrees do u possess?

Go ask for an appointment with Adrian Newey or go to Italy or England... Then display your ideas in a humble and very smart way (I'm sure that your idea should be "something new")... but u need to highly experiment your ideas and if you don't have the capabilities, make approximated results to any scenarios that the engine can undergo (that depends on your knowledge and experience)... and ask them for help, so if it is something serious and they are impressed, I'm sure they'll help you develop it :)
