How to control mealy bug in coton?pls answer so that farmer can save crop?

Mealy bugs are attracted to crops that have high NH3 in the leaves.

This high ammonia levels are because of excess/ imbalanced use of chemical nitrogen fertilizer like urea.

So, first of all develop awareness amongst farmers about chemical fertilizers used.

I do not think chemical pesticides are needed.

You can use neem oil & chilli extract.

This will surely control it.

Give spray on day 1, 4, 7 and then gap of 15 days.

Do not use sulfur in between.

I am in Maharashtra [Pune].

If you are close by I can also send special neem formulations [saponificated/esterified products].

First of all, are you sure it is mealybugs?  I don't say this to put you down or anything, but I just want you to make sure so you don't go through the effort to treat them and then find out that they are something different.  Here is a picture of a mealybug:  http://images.google.com/imgres?imgurl=h...

For my customers that get these in their greenhouses, I recommend spraying on the first day with Safer's Ultra Fine Oil spray as it seems to melt the waxy coating from the bug. Then I have them come back the next day and hit them with a Dycarb/Orthene mix or Malathion.

If you want to go with an environmentally-friendly, chemical-free method, you can use ladybugs, lacewings, and Cryptolaemus montrouzieri.  I've also heard that Becker Underwood has been doing research on using beneficial nematodes on them.
