Basically, you would need to transcode the BD files to a DVD compliant format and file structure. And overcome all the DRM mechanisms. While it may be technically possible, the result would be no better than a DVD and since DVDs are available for all Blu-ray disks at a fraction of the price of the Blu-ray disk (and much less than the cost of a Blu-ray drive, BD capable reading/burning software, etc. there is no practical benefit to going through all the trouble.
