How to correctly paint concrete basement floor?

I painted the concrete floor in my basement and now the paint is coming up. I want to repaint but want to do it right. Any suggestions on the correct method to do it right this time?

  1. You will have to remove the existing paint, because if you paint over it the old paint will continue to lift taking the new paint with it.

    With the old paint removed, scrub the floor with something like TSP. TSP not only cleans the floor but it also etches the concrete so the new paint will stick better.

    Get a good quality concrete paint and have fun.

    Maybe your best bet is, go to a good paint store and explain your problem. They may give you a better solution than I have.
