How to cover up bad cat smell in neighborhood?

We just moved into a neighborhood where our next door neighbors take care of a lot of outside cats. There is a "No Trespassing" sign at their driveway so I can't go ask them what is going on. I'm hoping to run into them one day to ask about it. Anyways, the cat smell on our street is atrocious. If you're walking down the street, the smell hits you just before their property line. It even smells in front of our house. So we're wondering if anyone knows of any solutions. Our only idea so far is to plant some fragrant hedges on the property line between us, like rosemary. Any other ideas? Thanks in advance!

  4. Well, it seems like the Tom's (male cats) are spraying around the house... Cats don't like the smell of citrus.. So, you can wash your porch down with an orange glo type products and disguise some gel based air fresheners along your property line for starters.... There's one called Citrus Sunburst that is really strong and cats hate it!  I put those in my porch decor to hide them but the cats would stay away!   they have them at Walgreens for $1 or so a piece!  You can also plant some mint bushes along the property... I especially like chocolate mint!  It grows like mad and is easy to care for- or some sort of lemon basil or butterfly bushes... Can be fragrant as well!  

    As for the neighbor send her a nice letter- stating the smell and that it's a problem.  Ask if she needs help and offer your assistance.. Maybe she'll come into some agreement of a solution.. However, she might not.. So, be nice/firm in the first letter and if the problem persists give her a warning that if the problem isn't corrected on her end that you'll have no choice but, to contact Animal Control or the city housing inspectors.. since in most places there's a limit to the amount of animals you can care for in a home....
