How to create a complaint and get people to sign and resend it?

I want to create a letter to complain about an issue, use a web site so everytime somebody signs about 400 members of the senate will receive a copy and see how many people agree or disagree.

It wouldn't matter if you did. Petitions require physcial signatures as well as contant information.
