i want to create a website with my domain where can i create one that is for free?

Google .tk TLD, or freewebs.net, angelfire.com, various others, though you have to pay if you want it to look like:

mysite.com

and not

mysite.freewebs.com

Or something of the like.

well free webhosting is not recommended because once the bandwidth gets over people can not visit your website .i use hostmonster webhosting for mine

there's no such thing as a free website (domain)

you must google up a place to buy domains or make a crappy freewebs.
