How to deal with egocentric or stiff strict interviewees, in jobs or like the ones in the embassies?

how do you deal with this mean interviewees, like the ones in the embassies who ask too many documents from pitiful job seekers from the third world country to find job in their 1st world country, yet, allowed the "terrorist" to get in their country simply because these evil men come from the 1st world country as well.

Interviewers must be kind to job seekers because their future lies in their decisions.  If the applicants are sincere and aims to progress in life, they must be granted the opportunities.
