How to decrease drunk driving - with underage people?

Hello, I am currently working on a speech that I will be giving relatively soon. I am looking for feasible ideas and suggestions of how to decrease drunk driving.

Some that I have come up with so far:

1) Increase awareness, educate and have commercials on the tv.

2) Make it mandatory for first time offenders to take a class, 2nd time offenders face more serious legal issues.

3) Increase the number of checkpoints within an area, this will discourage offenders from trying to drive, and if they are driving, the checkpoints have a higher chance of catching them before serious damage is done.

Confiscate the car on first offense.

I don't mean IMPOUND (which gets returned).  If the driver is afraid of losing their nice new car, they would think twice before planning to go drinking.

And if they didn't think and drove drunk, that would be the last mistake because they would NOT have a car to do it in again.

Mandatory 1st offense..loss of their license for 5 years and then cannot be in a vehicle driven by someone that has been drinking.
