imaging programs allow you to add effects to your pictures, like make them black & white, soften them, sharpen them, change the hue, add text, add borders, etc.

you can download photoshop or paint shop pro for free (i think they only offer trial versions, though) by going to google and typing in "free download photoshop" or "free download paint shop pro" and clicking on one of the links they give you.

but out of all the imaging programs i've used, i personally like paint.net the best. and it offers you a complete download, not a trial version.

and after you have an imaging program downloaded, there are many sites that have tutorials on how to add effects to your pictures.

and like "it's santana" said, there are websites you can go to to add glitter graphics, etc. to your pictures [like http://blingee.com for example], but since your a guy idk if you'd want to go that route.
