You can usually pay either salary or hourly wages.  The difference is whether you have to pay the employee overtime or not.  If the employee is exempt you don't have to pay overtime.  If the employee is not exempt you do.  I have worked for both salary and hourly.  I was never exempt and got overtime whenever I worked over 40 hours in a week.  You need to look up the laws and regulations on what constitutes exempt employees in Texas.
