How to disable wireless connection for one device using a pc?

I want to disconnect a wireless internet connection for a laptop using the pc. I want to use my pc for it because I cannot get a hold of the laptop. Any suggestions on how to do this will be great!

BTW my pc is windows vista home premium.

You can't really block access from 1 device, what you can do is restrict access to locally registered devices using their MAC address.
