  1. There are many specific considerations when optimizing and marketing blogs. Here are my Top 10 Blog SEO Tips:

    1. Ideally, host the blog on your own server rather than using the blog platform's hosting service (e.g. Blogspot). If the blog is part of an existing company, include the blog within the same domain as the main site. This will allow incoming link value to pass value to your site as a whole.

    2. Pay a lot of attention to post titles. When people subscribe to blog feeds or see references to blogs on other sites (like bookmarking or directory sites), the post title is like an ad for your post. Make sure it's catchy, even controversial, but also not so overly clever that it obscures the true meaning.

    3. Incorporate important keywords thoughtfully into your posts and titles. Like all SEO copywriting, it should be natural, not forced.

    4. Register your blog with general blog directories like Technorati. Also look for "vertical" directories that are more specifically relevant to your market.

    5. Try to use a blog platform that will notify "ping" relevant sites (directories, other related blogs) automatically when you post something new.

    6. Include functionality that allows visitors to subscribe to RSS feeds and add posts to bookmarking services like Delicious.

    7. Get exposure and establish authority in your market by commenting in other relevant blogs and forums.

    8. As Terry R. mentions, do apply conventional SEO on-site techniques. That means incorporating important keywords and keyword variations into your title and heading tags, and detailed content. Apply alt tags to images. Just don't overdo it. Also use standard methods to obtain inbound links.

    9. Establish relationships with other bloggers in your market. Ultimately, you want them to monitor and comment about your blog on their blogs.

    10. Most importantly, write with a unique perspective on focused topics that you're passionate about. It is this humanity and personal point of view that makes blogs so compelling, why readers often trust blog content more than typical marketing gobblygook.

    Hope this helps.

  2. SEO for any web page is the same.

The page needs a theme or topic and well written content that is at least 300 words long, longer is better. Emphasizing  important key points on the page with the <em> tag helps Google understand what you think is important about that page.

H1 and H2 tags should be used as intended for the same reason as above. A unique title less than 68 characters long is needed and a short description should be added.

Now, apply links to that page from relevant sources. Try to do minimal reciprocal linking and link with a wide variety of page related phrases, especially your website name or web address. You should soon be able to find the optimized page in Google shortly thereafter.

This is obviously a shortened explanation but if you do the above and steadily add one way links to the page it will rank for whatever you are hoping to rank for. Depending on the competitiveness of the desired phrase, you may very well rank on page 15, as an example. Ranking a page and getting on page one for Google are done the same, one just takes a lot more work.
