  1. my wife is a member of the 1984 olympic water polo team, she confirms it is eggbeatering,  be careful when you start this move, be careful to do it porperly, it takes a lot of strength and diligence to eggbeater well.  the rewards are there

I assume by cycling you mean treading water.  The kick used in water polo is called eggbeater kick.  It is similar to Breaststroke kick, except you move each leg separately to obtain a constant push.  One leg should be in its power phase (when its exerting a force) while the other leg is in its recovery phase.  One leg should be moving in a clockwise circle, sihel the other leg moves counter clockwise.
