I believe to achieve that look you need to buy the powder eyeliner. The liquid eyeliner will become runny. And just apply the eyeliner powder and at the outer corner of you eye and do a slight flare.

Just practice the "Cat eye" or "winged tipped" eyeliner on your top lid.  It is a little thicker than most people wear it and it it flared out on the outside toward your temple.
