Its really cute!! I think she curled her hair then made it like a "messy" ponytail. Then teased it a little with her rat tail comb. (a fine comb with a long end).

When I tried to do this look, I first braided my hair right after washing it a night before. The next morning I took my hair out of braids and it was wavy. Then I pretty much just put it in a high ponytail, and loosened some strands with the end of a comb,

She probably curled her her and teased/back-combed it a bit.

Then put it in a high pony tail/bun, and made it really messy.
