  1. Mask the image of the person so that the background is transparent, then change how the person looks using the brightness/contrast. You can create the outline around the person either by selecting the outline of the person and choosing "Select>Expand" and setting a number of pixels, then making a new layer and filling it with black in the selected space, or you could manually outline the person using the Pen Tool or just a standard brush by hand. Paste the background image into a layer under the one with the person. Make two layers above the background layer (but below the person layer) and paste a picture of wings (use blending effects or mask to isolate it) on one. On the other, either go over it with a petal-shaped brush with the angle jitter set, or paste the petal images and blend it in.
