You can make the torrent download faster if your torrent has more seeders. The download of the torrent depends on the number of seeders it has.

Using uTorrent is not illegal.  Distributing copyrighted material is, but there are many torrents that are legal to distribute under creative commons and public domain etc.

Using uTorrent in the U.S. is illegal anywhere outside legal btw. But to maximize speed set no download/upload limit, make sure your using a Ethernet connection, not wireless, and minimize internet activity on anythign that uses the net in your house. There are other ways but those are basics.
