How to drag another pic onto a background picture?

im trying to put other pics by dragging,onto a main picture which is the background./ CAN YOU DO THIS?

yes, using a program with options to do do as you say, if you want to use paint, you would use star lasso tool, with transparent option on both images, then copy and paste,

Photofiltre, similar to paint with more tools,

Gimp ~photo editor, like photoshop using layers for each picture you paste over,

use the program Paint

after pasting in the main background picture, click edit, then paste from... and select the next picture you want to put on top of it
