The Blur tool or 'less detail' filter, depending upon the program you use.

under the headings "draw" or adjust"

you'll find "skin tanning", "skin smoother", and "blemish remover",

also you can try a higher saturation if you want it shiny.

to remove individual blemishes i would use the cloning tool, this means you can copy the colour from just slightly off the blemish and paste the exact same colour over the blemish to cover it

another way is you can blur it like other comments have said

or your can paste 8 layers of foundation

i think the face in that picture is a bit shiny and would advice u use some blotting paper before taking the image to reduce shine

That's hardly perfect. Looks like it's been blurred (Gaussian), and either the gamma or hue screwed up. Cheap attempt at trying to be "artistic".

That's a bad picture, aha. If you own photoshop, just use the blur tool. If not, upload your picture onto www.picnik.com and click on 'create' then 'touch up' then 'blemish fix' :)
