Which photoshop do i use? which version?

You /could/ use Photoshop for this kind of editing, but I think you'd do better by bringing the "selection tool" over an area (in any free photo editing program), creating it as a new layer, then rotating it however you want.

No no no, I recognize this.  It's the Hockneyizer from Flickr Toys by BigHugeLabs.  It's really easy to use.  Just give it a picture and it'll do this for you.

I'm not sure about photoshop, but if you have the right tube it can be done with just about any edition of Paintshop Pro
