How to edit text in Pokemon Roms?

I have a rom and the V.B.A. and I have notepad, if that's good enough.

Can anybody tell me how to do it and what I need. Also tell me for any recommendations.

You'd probably need a some form of ROM editor or mainly a hex editor to do that, and should probably read up on ROM hacking. There are also a lot of sites on Google that come up when searching "Pokemon rom hacking".

On one of my listed sites below, you can download Hexpose, a hex editor described as "The best utility to hack the text in a ROM. It can even build a table based on a relative search!". I haven't tried it, however.
