How to enhance information delivery service ?

I have been given a task to be completed before 15-08-2008. I was hoping maybe someone can help me.

The Issue (explained in detail for easy understanding, especially younger generation) :

When you own a car or motorcycle or any motor vehicle, you will need to pay road tax in order for you to drive your vehicle on the road. In order to pay road tax, you must show proof that you have purchased an insurance. Insurance for motor vehicles expires every year and need to be renewed. Insurance companies sends out Renewal Advise to you when your insurance is due to renewal.

Currently, these advises are being sent out by normal mail which causes the following problems :

1. You receive the advise late because Post Office delayed the delivery

2. You have changed your mailing address and failed to advise your Insurance Company on the new address

3. The advise goes missing during delivery

When you receive it, you will need to locate your insurance agent to renew your insurance or go to the Insurance Companies to renew it.

I am given a task to,

1. Enhance the delivery system

2. Simply the renewal method

As such, I am hereby seeking your kind self to give some thought over it and give me some suggestion as to how to achieve the solution. Please ask around your parents / your contacts / your colleagues or anyone you know for ideas. The more I have, more helpful it would be.

  1. Road tax isn't normally a USA issue, and you posted it on the USA board.

    People have to take responsibility.  If road tax is due in February, and you don't get your notice, nothing is stopping you from calling about it!

    At some point in time, people have to be expected to act like grownups.  I, personally, am tired of people whining because "I didn't get it in the mail".  Adults should NOT need babysitters.    

    Slap a big fine on them if they're late, and a bigger fine if they're late more than 30 days, and it will only happen once.
