How to enhance pictures that are dark?

i have a pic where my face looks unusually dark whereas the rest of the picture is fine, how can i make my face look lighter without changing anything else in the picture?

is there anything on the internet for this?

also in this pic i have red eyes how do i removes the red eyes? thanks
