How to find a foreigner who lives in LosAngeles.?

walk the streets of downtown L.A., waving a 50 in your hand, shouting "i need help. im not from la and i don't know my way around the city. can someone help me find a foreigner who lives here, he has 3 children and a chinese wife. does this sound familiar to anyone?"

Do you know his name or hers?  Look in the phonebook and start calling everyone with the same name.  Do you know their school district?  Call the school and ask if they have kids by this name and how you can get in touch with the parents.  Do you know a region where they are known to frequent?  Frequent there for a while.  If you know any of these things you are pretty close to finding them.  Other than that check out the oriental district...you might spot him there.
