How to find a free attorney in us?

a free one.he doesn't have income to pay an attorney. he will start a process of cyberstalking against a person living in washington state. where will start the process ?which state? and how to find an attorney? or only the prosecurtor is enough . any problem if the person who is being stalked lives abroad?

You have no claim.

Private attorney's won't get involved in such a dispute, as there is no incentive for payment.

Also, most prosecutors will not pursue such a case as it is useless to go after someone in such a minor case.

For something like this there will not be a free attorney.  If someone is being cyberstalked they need to contact their local law enforcement for directions.
