How to find a person without knowing name or DOB? Only with location...?

I am trying to find my biological grandparents. My dad, Robert Jon Rose (age 42), was adopted as a baby from a place in New Orleans, LA. By Margaret Sue Rose (age aprox. 72) and Robert Jon Rose Sr. (age aprox. 77). Any help would be greatly appreciated. I would love to find them, and I am willing to spend money to do so. Thanks.

If you want to find your dad's birth parents, you will need his consent.  That said, I've found two adoption registries that serve Louisiana:
