  1. Find the temperature every 1000 feet. and find the average lapse rate from that. The ISA standard lapse rate is -1.98 degrees per 1000 feet.


  2. Vertically or horizontally?  If you mean vertical, then answer 1 is correct, if you mean horizontal then you just find the difference in temperature at two points and divide by the distance between the two points.
