How to find help for low income person who want to move to Alberta from another province?

I have a friend from Quebec, he cannot find a job in his field and thus live in welfare. He want to move to Alberta but he know that finding a place to live will be difficult there, because housing and renting is very expensife . Where can he fid help to start from scratch before finding a good job that would help him get out from that poverty?
