How to find missing sister?

Ok, recently i was told that i have a sister that was put up for adoption. I want to find her, but My mom told me that she made a deal with the adoption agency that we couldnt contact her but she could only contact us. All i know off her is that her original name was Amber Marie Grandy, she is about 22 maybe 23 and was adopted in the Toronto Area.
