  1. Your county probably has a website that you can search through tax records and deed records.  Most counties have one... but if your area is a bit behind technology you can go down to the courthouse and ask the recorder of deeds or the tax office to look through the public records.


  2. You can look on the county appraisal district's website in most cases.

  3. The Tax office. Many are on-line and all you have to do is enter the address...

  4. Another way is to call the water department and give them the address.  Ask where the final bill was sent, and the name of the person paying it.  This will give you a starting place.
