  1. rhsaunde is the best answer so far.  I have 1 issue with this answer.  It is NOT a 'somewhat messy job' if done right.  As long as the tank is clean, and you shut of the water, it is less messy than cleaning your sink.

It isn't clear from your question what it is that is dripping; water going into the riser tube goes into the bowl, not onto the floor.  The tank water level should be an inch or so below the top of the riser by the time the tank is filled; if it is not; the float valve can be adjusted.  It is a somewhat messy job to replace the entire innards of the tank; Fluidmaster sells a kit for about $10 to do so, and if nothing else works, this is the tactic of choice.  Fluidmaster stuff works; I would use no other brand.

  4. Is the toilet old?  If so I'd just overhaul the inside of the toilet.  The new parts aren't expensive and are more efficient.
