How to fix the California constitution so budget can pass by majority vote, not two/thirds?

It takes a two/third vote of the California Legislature to pass a budget. Every year the minority party blocks passing the budget for political reasons. Many Californians suffer. California is one of only 4 or 5 states in the U.S. that requires a two/thirds vote. How do we change this?

the law is the law.   these dolts know that when they take office and if party bickering keeps the budget from getting passed then it is time to withdraw them from getting paid and maybe it is time to do away with a full time body of legislators.   to me it is like kids playing ball and the kid that brought the ball decides that the others made him mad so he takes the ball and goes home.     one other aspect of this is that each party wants you to stay upset with the other party so that you will always vote the party and not the best person for the job.  mr doodles

California suffers because it wants to be the "sanctuary state" and spends billions it doesn't have on criminal invaders! If CA would take care of it's citizens instead of the criminal invaders it would have a surplus of cash!

You are absolutely correct.  The 2/3 requirement to pass a state budget is one of the many ways the state has made it so difficult to pass a budget or to balance the budget.  Another major problem is Proposition 13--a whole other story.  It would take an amendment to the constitution, through an initiative approved by the voters, to change the 2/3 vote requirement.
