How to form air carter company?

Asking around I have been told that forming a air charter comany is my best option. The question is how do I go about that ?

You'll have to provide more details for a good answer of where to start.  There's a big difference between starting a charter company with a Baron and with a Challenger.  That makes all the difference in the world when it comes to economic operating authority, area of operation approval, training requirements, staffing requirements, etc.

    The first step is to consider what kind of airplane you will operate on charter.  Keep in mind that it is extremely difficult to operate a profitable charter operation with a single airplane because there is so much overhead.  At one point, the FAA allowed the Director of Operations, Director of Maintenance, Chief Pilot, and Captain to be the same person in single airplane operations.  That's not the case anymore, so it requires a lot of management to keep one airplane flying.

    I'm not going to take much more time answering this because the scope of your question is too broad to attempt to give you a full qualified answer here... But where to start?  Unless you have a couple million dollars burning a hole in your pocket, I'd start with developing a strong business plan that a bank will support.  It's a tough cut-throat industry to try to break into.
