How to format a DVD recorder to play in Brazil?

A friend of mine that lives in Brazil got a VHS to DVD recorder in the U.S. However, apparently there is a known problem or issue of DVD Players and such PLAYING in Brazil and other countries perhaps other than in the US>?? Formatting issue maybe?? They can burn from VHS to DVD but it won't play. I have looked this over on the web and can't find anything...and I have an early flight in the morning. So, I thought I would turn it over to the guru's out there on ANSWERS.....thanks if you have any idea what is going on...

Brazil uses PAL M and USA uses NTSC, no wonder things don't work!!

If the DVD recorder records in NTSC it can't be played in a PAL-only Player.
