Abolish socialism from the constitution.  Formally review every governmental process for its purpose and structure.  Eliminate ANY program performed in the private sector in any major economy.  For the surviving programs, bring in private industrial engineers to determine the fastest and lowest cost way to accomplish the remaining tasks.  Review regulatory structures of the worlds major economies for the industries regulated in India.  Adopt the least restrictive regime.  Adjust taxation to fit the new governmental structure.  Within five years you will see a huge and permanent shift.

I don't actually get the notion of India being a poor country. As a European and frequent traveller to India, I think India is on the verge of introducing some sort of social system which will provide the poorer population with their basic needs, and India as a nation is rich in culture and money. I think the Indian government knows pretty well how to negotiate with the western countries, and we should leave it to them how they use their earnings and taxes. It's not our business.

Start with elementary education, improved health care, economic reforms, job creation, better irrigation and crop practices, promotion of outsourcing industries, facilitating overseas employment, better infrastructure, decreased outlays on defence, etc

Ensure the tax payers money is not stolen, to empower this elect a good party to rule the country.

Public to raise voice against corruption and not to follow party propaganda's alone. Individual to raise voice even if the mistake is made by their favored party ruling the Government.

Avoid bribes.

Expose any person found guilty of stealing, hiding, public funds.

More education plans to ensure increase in Literacy, Kerala is an example.

Improve infrastructure in Villages and encourage Agriculture.
