How to get 2008 COT Carset for NR2003?

Okay, people. I need help. I jsut got NR2003. I need step-by-step instructions on improving the graphics of the game and installing the 2008 COT Carset. This video is an example of how I would want it to look.

the nice man with the answer above me is correct, the racinggroove.com is has the most COTs from 2008 over 200 thats if you have the S.S.net COT mod
