The only way of getting it is by getting an Action Replay or going to a Nintendo Event.

I think it's impossible now to get them.

You'll need to wait till there's a Nintendo event, or you need Action Replay. (It's better if you don't use Action Replay, because if Nintendo knows you are cheating with it, they'll turn all of your Pokemon into bad eggs. When the bad eggs hatch, your game will freeze, and after that all of your save data gets deleted).
